PENGELOLAAN SUMBERDAYA PERIKANAN SUNGAI MUSI

Potensi sumberdaya perikanan perairan umum Sungai Musi cukup besar, tidak saja dari luasan area tetapi juga eragaman jenis ikan dan biota perairan lainnya yang dapat dimanfatkan untuk makanan seperti kesenangan dan rekreasi, maupun untuk pengembangan ilmu pengetahuan dan pendidikan.

Di perairan umum Sungai Musi Provinsi Sumatera Selatan beberapa langkah atau kegiatan dalam upaya pengelolaan perikanan telah dilaksanakan. Secara garis besar tindakan pengelolaan dikelompokkn dalam dua aspek, yaitu aspek bio-konservasi dan aspek social ekonomi.

MANAGEMENT ALTERNATIVES FOR SUSTAINABLE USE OF “RAWA LEBAK” RELATED TO UNPREDICTABLE DROUGHT AND FLOOD

ABSTRACT

Drought and flood have become continuous phenomena in the inland swamp (“rawa lebak”) which happen one after another and cause for concern. Inland swamp in Indonesia consists of 14 millions hectares which can be found in big islands such Sumatra, Kalimantan and Irian. In South Sumatra there exist three main swamp types namely upper swamp, middle swamp and deep swamp. Normally upper and middle swamp types are utilized for paddy rice and fish, while deep swamp is for natural fish catchment sites and water reserve. In recent years, drought and flood has been changing the conditions of the swampy areas in South Sumatra, therefore requiring management alternatives as to manage the swampy areas sustainably. An integrated management approach is proposed which constitute of four components forming a holistic design. Those components are closely linked and support each other, e.g. through financing and creating transparency and acceptance. Water management and water conservation are of important to consider in the swampy areas management. Storing rainwater, flooding water in a bigger dam and building village well with big pump are among the water management and conservation program which need to be included in long run. It is also worth-while to spend quite a lot of our resources into the human dimension if we need to succeed in managing the inland swamp.

WATER BUFFLOW AND INLAND FISHERIES ECOSYSTEM AS AN INTEGRATED LOWLAND MANAGEMENT UNIT IN LIGHTS OF ENVIRONMENTAL AND CLIMATE CHANGE PERSPECTIVES

ABSTRACT

Non tidal lowlands (lebak) is an ecosystem nearby the rivers and alternately changing from aquatic habitat during the rainy season and terrestrial habitat during the dry season. The dominant vegetations are grasses ( i.e. kumpai - graminae) rooted at the base with leaves and stems on the surface. In aquatic ecosystems, these swamps are habitat for many species of freshwater fishes and other wild animals. Water bufflow is a large ruminant that have been adapted in the water environment. Water bufflow can take kumpai grass as its food by grazing while swimming.

Climate change may increase rainfall so the aquatic phase of the lebak then the teresterial area for water bufflow will be no longer available. The drought might come to reduce the aquatic areas throughout the year and will endanger the fresh water fishes. In flood conditions throughout the year, there were no rice or horticulture cultivation in such areas. The changing of lebak ecosystem has to be anticipated by considering simultaneously the ecosystem as the water bufflow and freshwater habitat.

An integrated lowland management approach has to consider the biophysical factors, hydro topography, socio cultural condition of the community, as well as the needs of local government. In order to do so, the followings have to be done: understanding the climatic conditions, hydrology and water management of the area; exploring the technical aspects related with the water bufflow and freshwater fishes; considering the socio-economic-culture of community as well as the vision of the local government. The role of research and development trough the involvement of Universities, Research and Development Agencies, private sectors enterprises, private and community are very important for implementing the integrated development and management of unit ecosystem. Some integrated actions for the area have to be mapped accordingly.

ABSTRAK

Paper ini ditujukan untuk memaparkan upaya-upaya dalam optimalisasi pengelolaan lingkungan hidup di Indonesia. Pengelolaan lingkungan hidup secara makro dan mikro di tanah air tercinta ini merupakan upaya sadar, kurang sadar atau tidak sadar dari pelaku pembangunan, pelaku ekonomi dalam mengelola sumberdaya alam dan lingkungan untuk memenuhi keperluan atau hajat para pelaku. Upaya sadar para pelaku pembangunan telah dimulai dengan adanya peraturan perundang-undangan mulai UU no 4/1982 hingga ke sekarang ini UU no 32/2009. Prestasi pengelolaan lingkungan di negeri ini masih jauh dari memuaskan, dibuktikan dengan masih banyaknya kawasan-kawasan yang kurang sehat, kurang selamat, buruk kualitas lingkungannnya, banyaknya kerusakan lingkungan, banyaknya pencemaran lingkungan, sering terjadi bencana ekologis – banjir, kebakaran hutan dsb. Upaya-upaya untuk mengoptimalkan pengelolaan lingkungan di negeri ini dimulai dengan pembangunan kesadaran bersama/komitmen dari semua pihak -pemerintah, pengusaha dan masyarakat. Komponen-komponen pengelolaan yang perlu dioptimalkan antara lain: 1. Semangat untuk perbaikan terus menerus, 2. Pro-aktif termasuk perlunya kreatif dan inovatif, 3. Fleksibilitas, 4. Semangat berpasukan, 5. Ketulusan semua pihak, 6. Berorientasi kepada pelanggan, 7. Penegakkan peraturan sebagai panduan, dan 8. Adanya sistem pengelolaan.

THE ROLE OF FLOOD PLAIN SWAMP FOR FISH PRODUCTION

ABSTRACT

River floodplain characterize by alternately changes from aquatic to terrestrial ecosystem and vise versa as a result of water level fluctuation in the main river, which are usually dictated by precipitation rates in the catchment area. During rainy season the water from river are flowing to the adjacent lowland area making a large water body, while in the dry season the water flow back to the main river remaining waters in small deeper parts of the plain. Flood plain swamp as a kind of water body has important role in fish production either from capture fisheries or from culture fisheries. Capture fisheries activities using a wide variety of fishing gears, start at the beginning of rainy season when fish habitually migrate from the main river either for grazing and for spawning and finish at the mid of dry season when the fish already going back to the main river and the rest have been totally caught out. Fish culture had been practices in swamp water using any culture systems such as ponds, cages, and fence system.

Karakteristik Ekologi Dan Pemanfaatan Rawa Lebak di Sumatera Selatan

ABSTRACT

Swamps are wetlands which are commonly found in flood plain area of big river, during rainy season its become aquatic ecosystem while during dry season changed into terrestrial ecosystem. Soils in “rawa lebaks” usually acid, poor nutrients, water logs and high organic content make its difficult to develop for agriculture land. In South Sumatra rawa lebaks have been develop for rice culture (sawah lebak) and in some area also develop for fish ponds. During aquatic periods rawa lebak were considered as fishing ground which are home of more then 20 species of fish.

ABSTRAK

Sembilang river is a small stream inside of Sembilang National Park, an area of mangrove conservation, located in south east coast of South Sumatra Province. A survey has been conducted from April to September 2006 in order to know the fish diversity in Sembilang river by collecting fish samples from fishermen in the area following by identification of the specimen in Laboratory. The result shows that sembilang river occupied by 46 species of fish, dominated by members of Order Perciformes.

Inventarisasi Jenis Ikan Di Sungai Kesambi Kabupaten Banyuasin, Sumatera Selatan

ABSTRACT

An investigation was conducted in order to know fish diversity in Kesambi River, Banyuasin Regency from March to May 2007. Fish samples was collected by clustered random sampling in 3 selected station along Kesambi River. The fish were catches by cast net, lift net, and pole and line. Fresh fish samples were preserved in 10 % formaline, and identification was carried out in Hydrobiology Laboratory of Research Institute for Inland Fisheries Palembang. The result showed that fishes of Kesambi River consisted of 23 species member of 17 genus, 11 family, 3 Order. Some species were considered as economic commodity.

Length Weight Relationship and Food Habits Of Polynemus longipectoralis in Lower Part Of Musi River

ABSTRACT

Polynemus longipectoralis or “janggutan” are member of family Polynemidae found in estuaries and coastal waters. In Musi river, they also in middle part of the river. Research in order to know food habit and growth pattern of Polynemus longipectoralis. It was conducted from June to July 2007. Samples were collected by gillnets from lower part of Musi river, directly weighting and measure of its total length. Fish guts were cut out and preserve in formalin 10% solution for analysis of composition and frequency of feed items. The result shows that Polynemus longipectoralis has length-weight relationships as an equation of W = 1,2464L1,4203. It is concluded that the growth pattern of fish are negative allometric. Shrimp is the main food of “janggutan”, that is mean the fish are carnivorous.
